Burnaby’s updated Multiplex Zoning Bylaw, which permits increased density in residential neighborhoods, is now in effect. As of July 1, 2024, residential lots that were previously zoned for single- or two-family homes can now support 3 to 4 housing units, depending on the lot size. Additionally, lots located near frequent transit services may accommodate up to 6 housing units.

The provincial government defines small-scale multi-unit housing (SSMUH) as various building types and dwelling configurations designed to offer more affordable and accessible housing options for middle-income families. The following forms can be built on a lot, each of which may also include a secondary suite:

  • Single-family homes (including laneway homes)
  • Duplexes 
  • Multiplexes (buildings with 3 or more primary units)
  • Cottage courts or cottage clusters (multiple single-family homes on the same lot)
  • Rowhouses
